Vassalize allways seem non possible (be it by distance, population or whatever), and there were plenty of "non taken" planets arround, but i couldnt colonize any of them because of them being non habitable. I had the resources, the power, the people to grow. On my last game i had trouble expanding my empire by non military methods because of this.
In any other game i would just focus on getting terraformation techs soon, but since here the tech i can research is "random" (for whatever BS reason), i end up getting the terraform tech very late, then they take ages to actually research, then the planets themselves take for ever to terraform. As far as how much of your resources they consume, it will depend partially on how advanced your Robots are. Essentially, they can survive in any environment. And not even for the resources on the planet, but for exanding my empire. Robot populations automatically receive the Mechanical Trait, which means they add +200 percent habitability to any planet. The only reason i want to mess arround with robots, is to be able to colonize more planets before two million (in game) years have passed.

The AI rebellion isn't locked to players - the AI can spawn them just as well by mistreating THEIR synths.
